Pacet District, Mojokerto Regency, East Java, Indonesia, is a volcanic-hilly area with important tourism and geotourism activities. A major 2002 landslide-flash-flood disaster at a Pacet hot-water recreation area caused 26 fatalities and one injury, demonstrating the need for slope-related disaster screening. This study develops a preliminary GIS-based Analytical Hierarchy Process (AHP) framework using slope gradient, geological condition, stream density, and land use. The pairwise matrix was corrected to satisfy reciprocity, and weights were derived from the principal eigenvector. The corrected weights are 54.74% for slope gradient, 27.88% for geological condition, 9.14% for stream density, and 8.24% for land use, with λmax = 4.1155 and a consistency ratio of 4.28%. One-at-a-time sensitivity testing shows that slope remains the highest-ranked factor and geology remains second under all tested consistent perturbations. The thematic layers indicate a north-south contrast between gentler, younger volcanic terrain and steeper, more weathered volcanic terrain. Because the final susceptibility raster must be regenerated with the corrected weights and no complete georeferenced landslide inventory is available for independent ROC/AUC validation, the output is explicitly treated as a preliminary screening framework rather than a validated predictive model.
